It may well be a more popular game in Japan, and admittedly older games will require bigger updates and cost more to remake. The reason Maiden of Black Water is still chosen to have a remake game may be because it is the game with the best graphics and characters. Also, having the same type of ghost over and over makes them less scary.
Maiden of Black Water also has only a handful of ghost types compared to other titles, which adds to the feeling of repetition. This causes the player to go through the same linear paths over and over. Instead of being on a haunted mountain, the characters keep going back and forth between locations.
